Population Administration Service Policy Implementation Model in the Community of Baduy, Banten, Indonesia

This study aims to analyze the implementation of policies regarding data collection and issuance of population documents for vulnerable residents of population administration. The need for data collection and the issuance of population documents is part of the government's efforts to provide the best service for its people. However, based on the facts, related to the Kanekes Baduy community, both the Outer Baduy and the Inner Baduy, there are still many who do not have population documents. In particular, Baduy Dalam, apart from not being updated in the Population and Civil Registration database, at the Ministry of Home Affairs, 90 percent of them do not have population documents, so they cannot be involved in public services, both socially, economically and politically. This study will focus on 5 (five) population documents according to the ones received by the Baduy community, namely Family Cards, E-KTP, Birth Certificates, Biodata of Indonesian Citizens, and Death Certificates. The researcher uses a qualitative method with a descriptive approach, because by using these methods and approaches, the authors can examine the perspectives of participants who have authority, data, information and linkages regarding the Implementation of Population Data Collection and Document Publishing Policies for Vulnerable Population Adminduk Baduy Tribe, Lebak Regency, Banten Province, and can find out problems from the Implementation of Population Document Data Collection and Issuance Policies for Vulnerable Residents of the Baduy Tribe Admin by looking at the existing phenomena and the data obtained and can be described thoroughly and accurately and in detail according to the facts. The results of this study are expected to be useful for understanding how the process of implementing Population Data Collection and Issuance Policies for Vulnerable Populations Population Administration in the Baduy Kanekes Tribe, Lebak Regency, Banten Province: (1) Obtaining a synergistic flow model, concept, policy description on opportunities for using population data for program purposes. regional and national in the Baduy Kanekes Tribe, Lebak Regency; (2) Obtaining a model of the acceptance and control mechanism of the Adminduk in the framework of data collection and issuance of population documents for vulnerable residents of population administration in Lebak Banten Regency; (3) Obtaining a model of the administrative pattern of coordination and administration in the framework of data collection and issuance of population documents for vulnerable residents of population administration to build public participation in the Baduy Kanekes Tribe, Lebak Regency, Banten Province
